Fly Models make a 1/100 scale paper model kit of German submarines; it includes both at type viic and and type ix uboat. You could enlarge the bridge portion of one of the boats from the kit (via a photocopier) and as much of the deck and hull as you want and either use them as patterns for scratchbuilding your u-boat bridge or just build it from paper and paint it. Don't be fooled by the name 'paper model'...I've built a couple of paper models now and they can be made into surprisingly nice models.
Using a paper model as the base for scratch building really reduces the work load, as all the tedious measuring and scaling is already done for you. The kit costs around $15 or so.

Theres agreat article in Scale Models International or fine scale modeler magazine on german u boats. I'm not sure if SMI has their past articles online but i know fine scale modeler does. Hope that helps.
