Army building kit(s)?

I have been noticing a lot of threads and posts lately about custom figures, army building, etc., and the desire for new nationalities/categories. I have a suggestion, at this point primarily for 21st, since their figures seem to be the most modular and already follow this approach on a figure by figure basis, but any of the major manufacturers could easily handle it.
So here is the suggestion:
Create a kit including:
Several torsos, heads, leg pairs, arm pairs.
Add a selection of "uniform accessory" pieces (overcoats, helmets, wrap-around packs, etc.)
Throw in a variety of accessory pieces such as canteens, ammo packs, tools, etc.
And include a selection of weapons.
It could be broken out by nationality and/or era, and would be great for creating new figures as well as adding options to our existing squads!
I figure a boxed set with the parts to make 6 complete figures plus extra parts for customizing could retail for about $25, based on current figure prices--and giving them "generic identities" probably wouldn't even put a dent in individual figure sales. It might even boost them, since it would give buyers an excuse to purchase extras for added customizing.

What would the difference be between this and buying six carded figures and dismantling them?

Maybe I'm not getting it... :oops:

What I am envsioning would include more accessories and uniform components than 6 separate carded figures, for one, allowing for more combinations and gear, and hopefully without some of the fit/matching issues I have noticed when swapping parts on some of my figures. The trend to include two sets of arms and, in some cases, two heads, seems to be a recent one, and is pretty hit and miss. In addition, most of the interchangeable arms seem to be almost identical from one figure to the next. I just think it might be a more economical and effective way to create an army with some variety.
Plus, I have yet to luck out and find more than a very limited selection of figures--I think my army of 10 or so Germans (not counting those that came with vehicles) consists of repeats of the same two figures, except 2 from the BOB2 series that I lucked out on...
