Yes, it's a "look as a woman".
But it is not a woman. If Manning's bones are unearthed by future archaeologists, a DNA scan will show the remains to be male. Why would anyone believe that a little surgery and the injection of some hormones would undo their genetic sequence?
Years ago, when people wanted to remove parts of their bodies because they believed they were the wrong parts or were dangerous to them, we classified it as a mental illness and tried to treat them so they would no longer seek to hurt themselves. Now we enable and encourage it. It is an attempt to flee a reality one chooses not to accept, to the point where they choose self-mutilation. The ones that bother me the most sometimes are the ones who claim God put them in the wrong body, which essentially is a claim that their deity makes mistakes - which goes against the tenets of most of the Christian faiths that God is a perfect and divine being who doesn't make mistakes. If your God doesn't make mistakes, then obviously you are supposed to stay in the body you were born in, right? How do they rationalize that one? If you believe in the Pearly Gates scenario, you just know that will come up during the conversation with St. Peter. "The person you said made a mistake with your body...who did you say that was, so I can write it down in my record book here if you don't mind?"

I could care less what he/she does with their body. What this country should have done is put him against a wall and shoot him. He is a traitor plain and simple. The fact that a politician choose to make a social statement by commuting a traitor's sentence says about all you need to know about that politician and the value set he represents. I bet Snowden never stops shaking his head.
