Well, given all the models of the F-22 that are made in China - from the True Heroes crap to the Hobby Master stuff - its not surprising. Their manufacturers have access to all the correct shapes, etc from the toy guys and who ever else - just hopefully not some of the more sophisticated materials or software.

But why wrap it up, put it on a flatbed truck and then drive it around?
I'd think you'd design, build and test fly it at an airbase? OR.....
Is this just something else JSI stole from 21st??????

It really could be another game of cat and mouse like the Soviets did with us with their mainly fictional forces or we're allowing secrets to be leaked and purchased. Didn't this happen during the Clinton administration? It wouldn't surprise me if the current administration was doing it. One only needs to look at "Fast and Furious" and having over 20 Seal Team members on one helo.....
