I'm at a loss?, not really sure what hes selling???, if its a matter of taking a couple plates of steel and running half beads of welds and then stamping them with some numbers, seems anyone could do that.

Doesn't look like a track OR a wheel. Just looks like two pieces of steel roughly welded together.
And only $40? Certainly such a rare item would be worth more than that, right? The track sections I've seen have been priced at a cool $999.
Maybe he's friends with the guy selling the rare 1/18 planes that always seem to end early without any real bids...

Yeah, that's the first thing I thought of when i saw the pictures. It's a practice piece (I've done plenty myself). Would be slightly interested in it's origins, and it being an actual tiger tank part would be pretty interesting.

That may be true, when I was younger I worked for Mesker steel, they built bridges, hoppers, really just about anything.
I took alot of tests, usually plates like that or angles that had to be butted, but to advertise what is listed, really needs some verification.
After Mesker went out of business, I applied at several places, doing welds of that type, but I can't remember any type of true verification.
Still has a little fishy smell about it

Looks to me to be a demonstration sample used to teach the steps to doing a proper weld on heavy material requiring several passes. I have seen a few of these when I was learning to weld about 30 years ago. The instructor kept several of these on hand to show good and bad aspects of sample welds, proper penetration, correct amount of heat, etc.
