There are a lot of those figures here in Macau (Chinese PLA figures, in a Chinese Special Administrative Region? Go figure!).
I actually have quite a few stocked up here in the office and at home, as I bought quite a few of their vehicles, and each vehicle comes with at least 2. But due to the articulation issues, I just use them as generic army figures when I play with my son, e.g. as the dozen or so checkpoint soldiers that my GI Joe Special Ops team wipes out.
But on the other hand, their vehicles are pretty ok, as they are the same molds as the World Peacekeepers. In fact, I'm pretty sure they are the same company, as their website is
http://www.worldpeacekeepers.net/. It's in Chinese, but if you click on the second menu tab (the icons with a dot on the side that turns green when you scroll over it) you will get to the toys section. Just click 1:18, and you'll get to the vehicles.
