need help identifying soldier figure for sale

if you goto my diorama 1:32 thread, near the bottom is a single figure with a Napoleonic type uniform on (ok I am bad with those ages and wars) he has a skull and bones on his hat and is dressed sharp...what or who is he? Nationality and what scale is he can u guess?
