Maybe its the other way around...

The WC-63 sure doesn't appear on ebay all that much, however, so I wonder how much that seller will make over his starting price.

Ebay is strange. For instance, there's a seller trying to peddle figures so he puts the word "custom" in the item description. So I took a look at one to see if he repainted or otherwise altered the figure. Interestingly enough, he did neither and was just selling a MOC figure. I guess some of my figures are "custom" then too.

I saw his stuff on Ebay.
How does a MOC figure "Custom"??
Does he gift wrap it for you in camo paper?
Have a Sherman tank run over it before he ships it to you??

That EBAY seller is just trying to snag an unsuspecting buyer who knows nothing about 21st Century products. Highly unlikely, but possible.
