What is this figure?

The figure on the left. Is that an NToyz (spelling?) German? I know it's not 21st, as the seller claims. If so, he doesn't look nearly as bad as that companies other figures.

[+] > Well the figure on the right is a 21st.C German Inf. (S-1) . I don't know about the other guy. I've never seen him before , unless he's some sort of custom figure.

[+] > Looks like he's using a Zeltbaun for a poncho though , pretty cool. * 8)

That's kind of what I suspected. That figure looks considerably better than the other InToyz figures I've seen. Given a little touching up to the poncho, that figure would display alright hidden in with other 21st and Dragon figures.
