Look at the bottom of the message box of the person you want to send a PM to---there's a tab that's labeled "SEND PM" (next to "PROFILE"). In your message box, the "SEND PM" is under "Sending little sheet ..."

Once you click on "SEND PM" and get a blank message box, type in your message and click on the "SUBMIT" tab under the message box.

It stays in the outbox until it is read by whoever it is sent to, then it gets transfered to the sentbox.
