How about these guys............

.....with your talents Jon I'm sure you could do some custom work to them.
I've used a few with the Pickelhaube Ho-229 and they look good, its a start.

Hey, you can use dragon guys and paint them a luftwaffe blue. I did that before and it looked good! Also don them with appropriate insignia.

I've always just used a standard German 1:18 soldier. The one from the 21c D-Day lineup with the hat worked good, as did the Panzergrenadier from the S1 line of 21c figures. Not entirely accurate, but basic enough.

I would sculpt them then. Overalls would be easy to try! And when I mean sculpt, I would use a figure and heavily mod it.

What about these. They are 1:18 car mechanic figures, they are not articulated but a good place to start.

They used to be up on ebay all the time, but I don't see any up there now. :-( I would say that you could check a local hobby store that does diecast cars. I have a friend who collects the big diecast cars, I will see if I can get any leads from him as to where to get them currently and I will let you know.

Thsi is an auction for a different set of 1:18 garage figures. They are a little different but might work also (and they are currently available):
