Get a CORK BOARD, available in most supply/office stores. They come cheap, at about 2 dollars a piece. Preferably one with a wooden frame. Size depends on your own preference and plans.
Once at the work table, paint the cork-side whatever color to render terrain, or layer it with turf. The cork absorbs acrylics well and has that authentic "soggy ground" texture. Paint the wooden frame a darker color; I Sharpied mine black, and weathered it with a bit of sand. Affix necessary foliage/buildings/accessories with cement or double-sided tape; the tape adheres well to the cork, but comes of easy. Some more weathering, and voila: a custom diorama base. Works well for airplanes too.
