Use car bondo. It is cheap and sands well and sets up in about 10 mins.. A little stinky though.

I use the same stuff Pickelhaube uses,car bondo,it sands very well and will not pop out,but like MG-42 says squadron putty is great for pin holes and minor stuff.

Like they said....use Bondo. It's cheap, easy to work with, sets up fast and sands smooth with fine wet/dry sandpaper. If you're worried about filling a large hole and having it pop out....use thin card stock styrene over the unseen backside of the hole. It gives the Bondo something to nestle up against and adhere to. It also helps cut down on the shrinking problem you've already run into.

Okey doke. Bondo it is. The one thing I'll give the Tamiya putty credit for is that adhesion is no problem. This stuff sticks to everything.
As for backing card, that's the first thing that gets installed.
