The Talon has been in continuous use since 1961, so it's safe to assume that the airframe is probably approaching the end of it's service life. The BAE Hawk is a proven design that is already in service with the US Navy in modified form for carrier ops as the T-45 Goshawk, so it's not surprising it would be a prime candidate to replace the venerable T-38 as an advanced jet trainer for the US Air Force.

Not too often in our past that we buy and use a foreign aircraft, but I think this is a good decision.

We did it to ourselves. All our aircraft makers are focused on big ticket fighters and attack aircraft like the F-22, F-35, or F/A-18, and don't have much interest in making a small advanced training aircraft since there won't be enough ordered to justify the cost.
