The Enthusiast version of this half-track does have a quad 20mm that elevates and depresses. For lack of a better word, there is a "stop" on the front of the gun mount roughly between the two guns on the left and the two on the right that will not let the gun depress. If your guns can elevate just a little then check for this "stop". It will swing down and then you can depress the guns. I don't know if this is a travel lock mechanism that is historically correct or just detail on the gun mount that happens to move.

Although it's not up to the level of quality of the figures included with this model, the gunner from the 21C 32X Wirblewind or Mobelwagen should work just fine with this piece. The 21st Mobelwagen also came with an officer figure in a sitting position that sort of looks like he's scanning the sky, he should work just fine with this model as well. Just a thought for anyone who would like to add a gunner (and/or a spotter) on this vehicle.
