Could it be one of the 1/48 planes, and this guy doesn't know his scales? I never collected any of the smaller planes so don't know what schemes got released.

I'm guessing...a customized version of FOV's last and toyish-quality release of their aircraft that showed up in Target stores...
I'm thinking that it's FOV 1/32 based on the 4 covered-over screw holes located 4 in a row on each side of the wing underside close to the fuselage...
It's definitely curious...

The paint does seem sloppy in areas (sloppier than usual for late-era 21st), and no photo of a diecast version I could find had invasion stripes.

Was my first thought too. Not even 21st Century could make a prop that bad!

As C44 stated, that is indeed the Forces of Valor 1/32 P-51D. They originally released both an Action and Enthusiast Grade diecast version of George Preddy's P-51 (with incomplete noseart) and then a few years later released a plastic version with fewer moving parts as part of the Bravo Team line at Target. Here are some pictures of the original Action Grade plane and the Bravo Team version.
I got the action grade version years ago and for some reason have still hung onto it, despite having far better P-51 models in 1/32 scale from both 21c and Corgi.
