When is 1/32 scale actually 1/32?

I have my 4D Vision 1/32 scale F14 and my BBI 1/32 scale F-4 lined up nose to nose on a bookshelf, and they look like they are really ready to fly off together!
Just for the heck of it I decided to exchange the pilots, just to see how they would interchange. The BBI pilots looked a tad smaller in the plane, but when I took them out and set them side by side, the F-4 pilot looked like the F14 pilot's 10 year old son! Which one is more to scale?
Being an average "Joe", I have no way to measure a scale, so I pulled the pilot from my 21C 1/32 Double Nuthin Mustang & he was nearly identical in size to the 4D Vision F14 pilot.
So, again, which one is more accurate? I have no idea, but I'll bet someone(s) out there can enlighten me

1/32 scale equals 3/8 of an inch represents one foot. An individual is 2 1/4 inches or 55mm in 1/32 scale. Sadly like clothing or shoe sizes, depending on the manfacturer,will dictate the actual literal size of the product.

I've noticed some pilots don't fit their planes very well. Gerd Barkhorn is so big I can't close his canopy (1:48) while Wade McCluskey (1:32) needs to sit on a couple of phone books just to see over his instument panel.
