The Eastern Front Tiger doesn't look like it served in North Africa.

I would use the regular German figures with it

Tigers were first used in North Africa, but they would have had a sand color paintscheme. You still have quite a range, however, as all the regular German soldiers in the gray uniforms would work with the tank, as would the Fallschrimjagers, and especially the "Otto Windorf" figure in the cammo smock. For crew figures, I would recommend the German tankers in the pea-dot cammo smocks - either the one with the reddish color or the brownish one. Hope this helps

21st's Tiger I was a late production Tiger which had steel wheels and as far as I know never saw action in North Africa. That said, its your army and you can do what ever you want.

G'day V2
Like Normandy already said the 21stCT’s Tiger I is indeed a late production Tiger, apart from the wheels, the earlier Tigers have many both minor and major differences the most obvious of these after the road wheels is what is commonly referred to as the dust-bin type of commanders cupola and hatch, also up until the late models Tigers had large external air filters mounted on the back plate with associated piping to connect to the engine running across the rear deck.
Following are some images that I Googled.
Ironically the smoke dischargers on the turret sides of 21stCT’s Tiger would be more likely to have been found in use on the early DAK versions Tigers as this feature had been deleted on the late production Tigers, however that being said it was quite common for re-engineered Tigers to have been fitted with early turrets and so really any combination of hull and turret is possible for the late in the war period.
If I read your question correctly and you are thinkng of building up a DAK army (if not refer to T-man's answer) then you may also wish to consider the fact that the deployment of Tigers to N.A. was really quite limited, where on the other hand the Panzer Mark IV was in use in comparatively large numbers and as such would be a far more representative tank for any DAK force you intend to build.
I understand that some of these IVs were used to equip the fledgling armed forces of various NA states up until replaced by Soviet and US military aid packages in the 50s.
Hope this helps some also.
