Small Scale Military Headquarters

Hi Guys,
I'm making an 1/18th sampan sailing boat, about 20 inches long, that should navigate and I'd of course like to have some (civilian!) passengers and crew on board.
I found from GI-Joe brand an oriental head and replaced the one of Mutt from Indiana Jone's. That's all I have now.
If somebody has knowledge about GI Joe, Star Wars or other figures... not only the heads but also the bodies I could use with only small custom work (I don't have so much time left to make such things).
I know that there is the 21 Century Imperial Marines, but they are mainly too expensive on eBay, and for civilian persons, I could only use the heads, so the question remains for the bodies.
So, ideas are welcome!

Being new to 1/18, I am not sure that this can be done done with these figures or not, but we used to cut the arms and legs down on the 1/6 figures so that we could very the height of the figures. A suggestion for reattaching the limbs would be to use short metal pieces of rod inserted into small holes drilled into each end to be joined. some superglue would also be used. Just a thought.

Mutt71, 1/18 is very small in comparison with 1/6 if you want to work on limbs and joints. I could repair many BBI wrists and elbows with watchmaker screws and could preserve the mobility of the joints. It is more difficult to make a limb shorter, as they are molded with their suits, the garment folds have than to be corrected, repainted and colours don't hold on the relative soft plastic of the figures, mainly in the joints...
