Thats a negative. Unfortunantly they do not turn when you move the wheel 
That would be a very cool feature for their vehicles and there is nothing really stopping 21c, technically speaking. There are plenty of fancy 1:18 race car models that have moveable wheels, as well as smaller cars. Heck, I even have a small Matchbox-sized car that has the turning steering wheel and movable front wheels! Nonetheless, 21c has done a great job with their utility vehicles, IMHO.
