Should I risk hundreds of dollars (or could be more than one thousand dollars) by paying with personal check? The seller does not even have a feedback! I really want to buy it. BUT, I am leaning towards passing on this one.

I feel your pain. Before kids, I used to have my own office/diecast display room at home. After three children took over three bedrooms, my wife told me that I can display diecast in master bedroom display cases. No problem. But, a year later, somehow diecast were moved to being diaplayed on my side...

If I may make a suggestion. You can also have a virtual swap meet at the same time or pre-swap meet sale, perhaps day or two before the actual swap meet. For me, I find that the best price and deals are from fellow collectors. The secondary option is Ebay. Only time I buy form websites is if planes are on sale. Otherwise, I find websites price are too expensive.

Yes. I have both of them in a storage box.
I am not 100% sure if the tank number on the side is the same. But, I am sure the color and the pattern on both tanks are identical to my tanks.

This 30% off $50 stocking stuffer deal was not a great deal. Mostly 1/144 and some other obscure scales. They were truly just stocking stuffers.
