I am trying to make a custom german figure using a forces of valor upper torso with a 21st century lower torso. However the hole in the upper torso is way too big for the peg in the lower torso. Are there any quick remedies for this?

You could try to find a plastic pearl from a toy jewelry collar, same diameter as the torso hole (meaning slightly larger), make the hole for the thread through it slowly larger with bits or a needle file until you reach the diameter of the peg. Much better if you can make the hole larger at one end of the pearl to hold the peg.

Trim the peg and glue it all together - or get the Dragon 1:35 tankers, which work pretty well with the FOV vehicles.

Use the rubber tubbing, that they use in th the insides of squirt guns. I have made dozens of customs using this method.
