Why hasent the U.S. made vectored nozzle on the F-18 or F-18

You look at Russian Su27 ,37 or the Mig 35 and those craft could probably run circles around our virgin Craft so why have we not followed the Russians and made vectored nozzle
Versions even just testing instead of sinking all that money into the F-22

Is it even needed? Not like we're ever getting into dogfights...

You never know. The U.S. military thought the same thing at the beginning of the Vietnam War with the F-4 Phantom and had to quickly change their outlook when they kept ending up in aerial dog fights. Maybe now we are finally past that stage, but until it happens you just don't know.

I know NASA had a trust vectoring F-18 High Alpha Research Vehicle (HARV), and they also experimented with a F-15.
